Dr. Noskin has a B.A. Degree in Biology from the University of San Diego , a M.S. degree in Biological Sciences with an emphasis in environmental sciences from the New Mexico Highlands University , and a Ph.D. in Environmental Biology from the University of New Mexico . Her dissertation work focused on the use of bacteria for bioremediation of toxic waste sites. She received her J.D. degree from the University of New Mexico Law School .

Prior to becoming an attorney, Dr. Noskin worked as an environmental scientist for the Idaho National Engineering Laboratory and Los Alamos National Laboratory. Dr. Noskin was also the corporate Director of Government Affairs for Giant Industries, Inc., where she added to her business experience and honed her lobbying skills. Dr. Noskin brings both technical skills and community involvement, as she has been active in community boards and programs including New Mexico First, the Association of Commerce and Industry, and the Advisory Committee to the United States Commission on Civil Rights.
